I dont think Suteguma doesnt care, the boy smiling was the only one he did remember from his past, and he makes a point of mentioning him in his flashback.

I dont think they are gonna hug and cry or anything, but Im pretty sure Suteguma would be interested in reuniting too.

On a second read through i think he wears the vest again due to the man saying "the items of the developers are in cheat mode"

Making it sound like any item they have has a cheat mode enabled aka, They buy a normal sword, It enables cheat mode on it via their developer vest or something like that
