He has to reign himself in and not let his greed get the better of him, or he'll spiral out of control on a power trip and effectively rule people through fear.

Explanation of that is

He loses his cool once against some guys that threatened Elena, tears them to shreds and regrets it later heavily, imposing more regulations on himself to make sure it won't happen again, lest he lose whatever semblance of Humanity he has left.

The manga may end up diverging from the WN, and already has in a couple of places, but for the most part it seems relatively consistent with the plot.
