It's not quite blackmail. Rae already knows everything that's going to happen and so has information that allows her to put her foot in the door for some things. But Dor wasn't lying when he said that Rae's devotion is the reason he hired her. Rae's love and desire to protect Claire from what's to come is still the reason why.
