Thinking about it, you can't blame either of them. Despite overstepping, his sister does want someone without baggage for him which considering what he's been put through is understandable. He clearly still blames himself for what happened to his sister as well.

Ugh! So what happens, in the meantime, if that love interest develops feelings for someone else? Then what? You've wasted a month, a year, maybe ten years in the friendzone waiting for someone to like you back and it never happens? Reika-chan would be much better off kissing those two nut-cases goodbye and going out with someone more normal, like Saotome, who actually likes her and wants to date her.

The fact that he prioritizes his sister's feelings and wishes above anything else (even towards what he does or not) is considerably unhealthy. Is not up to her to decide who he dates, but neither he or the story really sees it as a problem.
Of course, with everything they been through is understandable he would be a bit broken, but still, this shouldn't be portrayed as ok. He should overcome this codependency of sorts, just as he is trying to do with his phobia.

There are many faults with this manga, even though is wonderful.
