I believe that a queen consort would have no political power nor influence in the court. Whereas a empress would (or should) be equal to the Emperor.

The way I read it it means that she will share his burdens.

@SundayHaze, @Mangareader Looking it over again and thinking about it, rather than discussing what position she'd be in (queen consort vs empress regent, etc) he was more saying that he wasn't going to force her into the role. Remember when she first came he was pretty much giving her no say in anything. She agreed to play the role of empress but I think he had been planning to make her be the official queen consort. However, now he's saying he won't push her into it, so in turn she doesn't mind continuing to support him playing the role of empress. So overall, I think its a scene where we see them extending understanding and consideration to each other. She gave him the freedom and support to grieve, and he's not pushing a position on her she doesn't want and instead I think he's going to try to be more like his mental ideal, his brother, and be the kind of emperor who will work well with his empress. At least that's my interpretation, truth be told it wasn't something that was conveyed very clearly.
