I think the author isn't going right with the whole not understanding and desire part for the MC.
Here the MC is talking about wanting to create a blood curdling game, which would make him happy, but then is complaining that others are forcing their own ideology on him, buy telling him not to do those stuff which he is good at. But isn't it odd that MC is getting mad at being forced to work against his desire, but he is making others suffer by forcing them follow his desires.

Oy, it's actually a pun on どいつ, which simply means "who" as in "I wonder who was it that went crying to that "weak" guy for help." It's pronounced exactly the same as ドイツ, it's just that one uses hiragana and the other uses katakana. Problem is, sometimes katakana is used in place of hiragana for emphasis, and not for the katakana meaning.
