I feel like Beldarut could be a brimhat. He loves magic, so he wouldn't want it to be restrained by witch laws. Plus, his legs seem to be disabled, so that gives him a motive to pursue forbidden magic. Him trying to get Coco to stay with him and away from Qifrey might actually be him pursuing Brimhat interests.
