Sounds to me like it was straight up blackmail. He tells them that he knows what they’re doing is illegal, but he’ll turn a blind eye and turn it official as on as they do what he wants.
 
@ismaelh the girl screaming the twins' name is a mercenary MC got when the whole princess (now the actual queen) ordeal started. Now along with the other mercenaries are his army.

Its not a stupid deal really.
For now, Only super limited individual knows what can be done to Wortenia and its future.
MC and Kristoff can really bring wealth to Wortenia.
The problem is, since they were not stable enough against the established antagonistic nobles territory, he was basically asking if the Count can be his shield until they become ready to take them down including the count itself, while taking advantage of the knowledge of Salt Theft of the Count from Queen Lupis...
 
Not saying this is what actually happens in the LN (I'm caught up on the official LN release), but if you think about it, the salt mine deal is perfect. Right now they can't do anything with it. It's like loaning your neighbor a lawnmower you got for free when you moved in anyway. A lawnmower that you know your neighbor was already sneaking over during the day while you were at work and using without your permission. You're out nothing, your neighbor is happy and buys a little loyalty, and if you need it back later you take it back. It puts you one up on your neighbor for almost zero cost, that douche is now paying for the gas he was originally stealing, and who doesn't want to be one up on their neighbor. Damn sneaky, nosyass neighbors.

I really can't tell the difference between the two, probably doesn't help that there is usually a few months between chapters bieng translated either.
