Here, the scanlators didn't drop it, but the stupid company dropped it. It's sad that such potential manhwas are dropped. Only if this started after 2016, the authors would've gone on patreon to continue this series as independent. but it's old shit, gold shit indeed.

Dude it is the worst when series that are actually starting off STRONG get axed, yet somehow we end up with series that put out awful work for like 100+ chapters without cancellation

Last chapter shouldn't have END attached. It's in the middle of the story and last page says to be continued. So definitely not the last chapter.

Yes, chapter 17 really is the last official chapter, though the author clearly intended it to continue, as you noted.
Perhaps the publication status should be changed to [Cancelled] instead of [Completed], since the mangaupdates page lists it as [Discontinued], which is not a category on MangaDex.

This started of strong and I liked it. At the beginning of vol 3 I didnt feel as invested. Still sad to hear it got dropped by publishers
