It might be a real thing. According to several sources of information I've come across outside of manga, Japanese men are kind of annoying toward women out and about like this to put it nicely. At least often enough that it would bleed into manga and anime like this. To put it less nicely, there's also a reason why the notorious train molester is in every manga ever. Worse, there's usually not some fictional dude or lady willing to go toe to toe with the molesters or pick up artists that don't listen to "no," as the Japanese are fond of ignoring others in trouble in public since it's none of their business.

Still I get why'd he'd be scared of thinking that hes mistaking romantic affection for just teasing more so when its a lively, fun and energetic person like Anjou when it happens its pretty embarrassing still ive always thought its better to shoot and miss then never take the shot so it does get on my nerves when he could try and move things forward with all her hints welp at least hes going out with her and stuff.
