I don't think that'd the problem, look at her forearm's position. She's using the inner while locking her fingers in a way that, if she pulls, would move her arm across and use her bicep and elbow instead. If you mimic this, you'll basically be cradling someone's neck rather than choking the life force out of them. Too much open space.

I'm pretty sure the correct way is to use the outer or at least side of your forearm, it curls less which makes it easier to compress someone's wind pipe. Would definitely make your finger lock work as a more efficient lever as you're pushing the forearm back deeper into the victim's neck instead of pulling it across.
