If spoilers in the comment section of the previous chapter are to be believed, filolials are affected be their hatchers, and Sakura came from Filo's egg. So Filo, as Motoyasu knows her, might never appear if there is no misanthrope Naofumi to hatch her. Basically, Motoyasu is chasing the wind here.

I wonder if we'll see Raphtalia in future iterations, though.
