It's probably the friend of that dude we seen on the roof listening to music/archery guy and either his friend died or transferred out to somewhere (Is what I'm going to predict)

@Yeoubi I did pause on the frame(s), yes. I guess I shouldn't be surprised that it would have caught other peoples' attention too.

It is amusing to me that a lot of the background art looks like it went through some rotoscope treatment, but they blurred it away from reality enough to avoid uncanny backgrounds.
