@Skankyslack It's a big event held at the city's sports stadium. If it were Christmas, the costume would be Christmas-themed, not Halloween costumes.
It's not the costumes, it's the type of costumes that felt wrong for it being Christmas (which wasn't in the end).

How does being a recently formed group explain not being able to read kana? That is many, many steps before the "form a translation group" stage.
And how does it explain multiple people working on this chapter and not one of them stopping to think about the blatantly obvious mismatch between the lines about Christmas and the actual events being Halloween?

Firstly, we use the Chinese raws. So there is no kana to read.
Secondly, in the Chinese raws they made a mistake with the title, and the bubble above it. The title had Christmas, while the bubble above it had Halloween.
You are right though, we should've caught that mistake. Sorry again.
