Well, first off I have not read the novel so I don´t know if she has one or not.
But regardless it doesn't really matter, it's true that most golems have cores nowadays, but originally that was not the chase and there is nothing that says a golem MUST have a core.
The original golem was made from clay and animated by the "words of God" (so pretty much holy power and not a core) by writing the word "truth" on its forehead. ( or sometimes chest )
This was also its weakness as if you removed parts of the word it killed the golem, and the core is usually the weakness of the golems in pop culture when they don´t have the words on them.

Honestly, I have been trying to find out where the "golem core" concept comes from but I have not managed to find a source for it.
It's only in recent times where golems have been given cores, likely too avoid the religious connection towards a more magical one... but again I don´t know where it's from.

TL:DR
Golem cores have for sure become a big part of the golem lore, but it's not always necessary for a golem to have one.

Vandalieu's Golems are not considered the same as the classical golems in this world cause he does them by putting soul with no form(souls that forgot everything about their previous life) in the objects he is animating, so they don't actually have a core as well and resembles a lot what you just said about making golems with divine power, in this case it is done by using his death attribute Mana and souls.

I just noticed this, ain't he actually doing what the shitty god send him here to do, developing this backward world. This makes me feel a little bit conflicted.

@cannarali Yeah i think so too, thing is even if he is revenge obsessed he is a actual good person so he wouldn't be able to help himself anyway.
It's probably gonna be a point of conflict later tho once he realizes that, man i hope he at least gets to kick that god's ass at some point.
 
Just a note (as someone who has read the Novel translations), the "Revenge" aspect in this series is actually quite non-existent, and shouldn't be taken seriously.

Also, he doesn't want the god to even have a moral victory (since even if he wins a fight, the God might try to make him look like the bad guy). So sticking to morals will help him in the long run.
