The powers aren't hers. But I do wonder if she's some kind of catalyst for him. Well, clearly she is, emotionally. But the difference between what he can do on his own and what he can do when she's around is enormous. Maybe it's just psychological, probably there's no way to tell, but however that works the empowerment isn't all one way.

Ahhh, man I've been waiting for this.
Personally, I'm hedging a bet on the kid being like Mob, only with some past trauma and some odd connection between him and the girl. His emotions at least seem to be key to what he can do. His destruction of the snow bunny, while not as impressive powerwise, was still more power than we'd seen from him before.
