Someone tag me when there's actual romance in play.

With Shoujo Ai, it's tricky because sometimes there is and sometimes don't. Why waste time on a Shoujo Ai if there's no romance? It's literally destroys the whole purpose of the manga, imo.

I read a few Shoujo Ai and there were teases in every chapter and what happens in the end is that they're just "friends". F*ck off please.

Shoujo-ai is just an unnecessary Western invention. In Japan, a manga is either GL(yuri), or it isn't. This particular series is serialized in Comic Yuri Hime, a through and through yuri anthology.
Most of the times, stuff people call 'shoujo-ai' or 'subtext' are series published in moe-rich seinen magazines such as Comic Cune, and never have any GL-related label in the first place. Of course you won't find any romance reading them.
