I thought the one getting the lewd run through was his friend this time. I'm kinda relieved it was just Kogarashi as usual though. At least he keeps himself under control. I'd feel terrible if it was his more perverted friend using it as an opportunity to violate these poor girls.

Basically Kogarashi was hit by two leaves, one that turned him into his friend and another that turned him into a puppy. The same thing happened to his friend except he was turned into a Kogarashi puppy. The author was really trying to throw us off by not showing that this happened until the end.
