It's hard to tell how the US would have reacted, but certainly with 20kg and no capability of producing more, there's not much of a real threat.
So unless you/the author believes the US would fold after just one bomb, a revenge scenario seems indeed more likely.

But "wishful thinking" was basically the Motto of the Japanese Military in WW2, so....
