Announcement highlight bar only shows when a setting is changed

Like with this announcement:

I noticed this with other announcements as well: it only shows when a setting is changed(it was the hentai filter, by the way).

I'm on:

For me it shows only a few days after I saw the announcement first on the forums. (No setting change or anything )
(I'm also on Firefox btw)

I'm not on firefox and i can see announcements without changing the settings.

I am on Firefox and I can see the announcements all the time.

Always see it as well.
However, it sometimes takes a few days. I have been assuming that the announcement notification wasn't automatically created bc of that.

I don't think it maters, but I am on FF.
BTW, love to see more linux users. I run Gentoo on my server, and arch on my laptop.

It shows up whenever your user data cache happens to get refreshed. One way to force that would be to check your user page. Not the greatest system, to be sure.

Should probably think about making it work like a notification or something.
