E as in the scientific maths term 'E' (not 'e' as in euler's number). For example; 1E6 = 1,000,000. So when stats reach 999,999,999, they hit the 'human limit' and Level E signifies that they have surprised surpassed that limit and have stats higher than 1E9 (1,000,000,000)

Ok so let me explain what does 'Territory of E' means:
Stats with 999999999 is the max a human can achieve, but if a Human gets more stats then that, he reaches the point called Area/Territory Of E. Envy's user and Myne are past that point(Thus they are beyond human limits). That's all I can explain now.
It might be explained in future chapters, but all they say is they can't be considered human anymore.
