I think the last panel is saying that these EX episodes were a joke and didn't happen. Basically the ending is what we got in chapter 40.

Exactly because the last panel makes the mangaka an unreliable narrator, we don't know whether that last panel is itself reliable. The most reasonable interpretation is that the mangaka considered writing the remainder of the story as summarized but, because the serialization ended, he never had to commit and so he chose not to commit unnecessarily. Read the omake as a sketch of what he might have written.
