@Capt_Gigglepants That's because people can have up to 3 skill SLOTS in their lifetime, that they can fill with the skills they get at birth and what they get after hard work.

The problem with the MC is that he got a tremendously useless skill that used up all of his 3 slots at once, so no matter how hard he works, he can never get any more skills due to his "Mapping".

He can, however, get and train all the abilities he wants, but so can everybody else and they aren't saddled with the useless skill but have useful(?) skills instead, hence his low self-esteem.
