Is there any way for me to get a higher user level?

I was gonna edit the title page of a manga that we were gonna scanlate, I could ask our leader to do it but I'd still prefer to be able to do it myself for future purposes.
I read somewhere that we can request to get a Contributor role, however, it seems that this has been unavailable for quite some time now.
