The receptionist did ask for an introduction letter which would have set the price lower, probably a LOT lower. Seems to indicate the high amount is not set for profit reasons but more for the purposes of controlling migration. Most likely people like merchants are given the letter by default. Same thing as in Mushoku Tensei..
