The Iskeai'r agreed for the Empire to become a sub-territory of the Kingdom in exchange for food and resources for his subjects.

It would be nice if someone supporteed his decision to keep thee treasures saying that the emperor would just use them to wage war and oppress people. You'd think the treasures pick their users considering how many have joined him even though he is off put by theem
