Based on the previous chapters, both Weather and Father Pucci's biological parents are white. Weather's adopted mother's husband was black though. Unless they colored the parents wrong or something.

I don't know why so many people are saying Pucci and Weather ARE biracial, they are not, in episode 127 page 15, when the Pucci's are shown going to the cementery they are all white looking, what happened is that Weather's mother married a black man, so even though he looks white, he was assumed to be biracial. Pucci is not dark because he is biracial, it's probably due to a tan Italian descent.
