As for fukubukuro ("lucky bags"), it's a New Year custom. Merchants sell bags filled with random items at a big discount (usually half-off), typically unsold items because it's considered bad luck to keep leftovers past New Year. Sometimes though you get unwanted/lousy stuff and they're nicknamed "utsubukuro" in that case.
