@Vincentius well, yes, but actually no. Typically there are limits to how much more powerful a summon is. The strongest summon usually is about as good as the summoner's profficiency is. It's uncertain, how powerful the Thrones in this manga are, but I would imagine that it's not enough to summon someone who used to be one of the, if not THE, Top Dogs.
@Vincentius No, that's exactly how it works in older RPGs, In D&D for example, you eventually grow stronger than all creatures you can summon. So in order for them to balance this ability, they gave it the "numbers over quality" treatment, where summoners summon armies of weaker or equal powered beings instead of one powerful summon. This also happens in quite a few Final Fantasy games, where you can have warrrior characters who cause more damage than summoners, even if the summon in question is Bahamut, or even black mages whom also do so at times.
