At first, it was just, girl gets scared by surprise ghost and how she deals with it. HAHA? But now that the story is actually going somewhere it's getting really interesting.

Ah, seems pretty obvious that it wasn’t him killing the cats the entire time. Guessing he tried to take care of them in secret from his mom, but she found out and killed them. Possibly tried to have him kill them himself? Though given this reversal, he probably didn’t or couldn’t go through with it and his mother had them die afterward. Maybe not kill them personally, but threw them outside.

Now she’s a ghost and still as possessive of him as ever, and she’s continuing to kill off the cats he picks up.

Assuming he didn't kill any cats himself yet, why show us the panel with him as a kid with the broken pencils where he glares at the cat? If it turns out that he's innocent that would be a pretty cheap bait imo
