Hard to tell, since this is just the bit of the story we were told; it's not for instance clear whether he was just being a dudebro ass, or whether he was being really creepy and slimy about it, or somewhere in between. We're missing body language, tone of voice, and broader context here. If it's not fiction we can't just judge the bits we're presented with as the whole story.

Either way, I sincerely hope that she didn't mean that she was harassed as such but just that her characters (and/or girls in general) were under fire. If he was being so leery—or did other things not mentioned here—that she felt genuinely uncomfortable (instead of just irritated at one's disgusting sibling as one often is) then that's really unfortunate.
