That too, but mainly the whole robotic attitude of said workers, like they're programmed as a videogame npc, or an almost hive-mind feel, but maybe that's just me not being used to see that kind of thing

Man these emergency gov workers are always shown to be either bloodless or incompetent. Keeping the quarantined targets abreast of what is going to happen to them is the best way to keep them cooperative. Also asking for a urine sample wouldn't be the first thing they'd ask for, it'd be the last (unless she had to go midway through the checkup), but then I doubt the mangaka is going for any real accuracy here.

@Shiromon nah, the robotic thing is just because they're Japanese, they get creepily in sync when it comes to official stuff, seriously, watch any movie where you see Japanese ambassadors meeting with someone, the whole group bows as one. It's the whole situation that creeps me out, I'm just waiting for them to knock her out, and try to extract mana from her blood.
