@Entryhazard unless you forgot Toramaru thought he confessed to her and they are now dating while on the other hand Fuyuhiko simply thought he was just her underling. He does like her but his self depreciating personality hadn't considered why she was being so nice to him

Okay, so what's I'm seeing is that Youdou's been antagonizing Unoki this entire time not only to enjoy his weakness but also to enjoy the moments where he confronts her and asserts himself. She loves seeing Unoki's actions just as much as his inactions, and apparently thinks the best position for her is not at his side but against him?

I think she implicitly relishes antagonism for its own sake, but... that by itself isn't a character. That's just contrivance.
