Yes, の話, does literally mean "the story of", but in this context, it is a general reference to the terms being discussed -- translating it literally is wrong. And, while 賠償金 is usually used for compensation in civil suits, there is a specific English term for such compensation in military matters: "reparations".

A better translation would have been "...the Arigo Empire promptly negotiated, and a payment of reparations in installments was decided, ..."
