Install a Google Translate app on your phone it has a function to find and translate text on photos. Snap a picture of a panel, draw the text over with your finger, translate, redact it to make a little more sense. Not sure about Chinese, but google does Japanese quite well.

Actually google translate is bad at doing Japanese properly.

In fact I'd say a lot of terrible MTL of Japanese is pretty obvious just by reading from context that the sentence is saying opposite to what google translated it (and the 'translator' reading of it)
