What's with Scan groups these days? They claim the first chapter then ditch it. No integrity at all, it's like a game of hunting down virgins and being the first to defile them and then move on to another.

Rather, it's often the case that someone starting a series at all helps get enough of it out there that if they drop the project, someone else might pick it up. It's not that uncommon for popular series to be worked on by more than one group at the same time, so it's not like someone's "claiming" anything.
