it's common (at least here in Lithuania) for People to leave flowers/lit up candles in a place where the accident happened.

if it's not a grave, what is: the rectangular shape which has '3 ' on it?

flowers is one thing, but even the picture (which apparently no one would step on, even accidentally) makes it seem kind of like an official grave.
