No, he did meet them, the translation here is off. Cain initially tells them "It has been awhile (Gobusata shite orimasu)." instead of "It's nice to meet you." Jin then tells him that they had already moved to the capital while he was still a child, to which he replies that yes, that's true, but he still remembers when they played with him.
