My opinion would be that if "harem" means a variation of "romantic comedy shenanigans" centered around "MC either lusts for many girls, or many girls lust for MC - and this is a staple of the story", then this manga hasn't been a harem - but it's heading in that direction lately. (As in "mangaka is making it a running gag for some reason or other".)
