I'd think the hornless demon lord is actually Kail himself on a 2nd time loop. Kail would still be human, but just from a different timeline.

The two souls thing just meant that he's nearly 2x more powerful than he was in his original timeline.

Yes, the Demon Lord wears revealing clothes but they are more than just underwear at least as in it's a dress and it has adornes and what not, it's not just "cover boobs and crouch and call it good".
