I'm not sure what recourse Tsukasa has because I'm sure Japan has different laws regarding debt but it's understandable that this child doesn't realize that she has no legal responsibility to repay her parent's debts. Plus she has been exposed to this shit for so long and become so desensitized to the whole thing that she was fully expecting to be sold to a brothel at some point, so a seemingly nice older woman "buying" her would be a huge relief that she wouldn't want to question

Even saying all of that, this is still a questionable setup. I just hope that it takes a turn for the wholesome like a different manga with a similar "debt relief for sex" premise that just ended
