No, I think you are misunderstanding. She was like over 60 before she is dead. So her mind and method of thinking is not like us (18-50) which still have adventure and curious and want to find sth new.
Basically, she still over 60 granny mind, she only motivation of life for now is Sadao. So, the Watchdog thing is too heavy. It just she too love and too care for Sadao. Every granny and granpa are like that. Or at least in my country (vietnam)
